eBird reviewer utilities

IMPORTANT: To move beyond Version 1.3.3 you must perform a one-time manual update to grant a new permission. You will not receive any more automatic updates to new versions until you do this. Click on Tools->Add-ons and Themes, click the gear icon at the top right, click "Check for updates", and accept the update.

Features of this extension:

Adds several new functions to the traditional review page, including recall of last previously updated record, hiding deferred records, quick links to reviewer doc, ability to download a search result, reliable display of media, and quick links to eBird checklists.

Adds several new functions to Quick Review, including recall of last previously updated record, quick link to eBird checklist, quick link to species map around the checklist location, and display of checklist comments.

Adds two new functions to the Filter page, links to bar chart pages, and ability to download filters.
